Deepening Your Team of Sediments & NRD Experts
TBLS’ sediments and Natural Resource Damages Advisory integrates project management and financial risk-management analytics to support cost control and technical excellence. When looking at Sediment and NRD in the United States, the learning cycle has migrated from the West Coast, starting with Commencement Bay, WA in 1980 to East Coast where large sediment remediation is just now becoming commonplace. TBLS experts bring years of experience in project cost control, strategy, value enhancement and project management.
TBLS Sediment Cost Risk Control helps you understand the cost drivers that can double costs of sediment projects. Two of the most important aspects of any sediment project are: 1) Managing moisture content; and 2) minimizing removal quantities. No one wants to pay for water or excess quantities. Whether you are building a coffer dam, relocating a river, dredging, or capping sediments risk metrics and cost control measures to manage sediment investigations and remediation are of utmost importance.
Project Management: TBLS creates value by cost-savings in complex sediment projects using sophisticated software, project scheduling and cost modeling, and mitigation strategies to help you cut costs during sediment remediation project construction, a time when costs often double. This is why it is very important to have third-party value engineering as part of your project on remediation/restoration design, specifications, bid documents prep and review, bid processing, and construction management.
TBLS NRD Support Services are unparalleled. TBLS’ environmental lead is a recognized leader in NRD valuations, NRD negotiation support, and creating the maximum value of ecological service flows from restoration projects. That is why he has been a part of the solution for NRD in the largest NRD cases in the US from the Gulf, to Commencement Bay to Lower Duwamish-Harbor Island, Portland Harbor, Passaic River, Great Lakes, etc. From his work at AIG and as founder of Bluefield Holdings the first NRD credit bank company, he is known as a pragmatist and innovator.
Recognized for both technical expertise and regulatory savvy, TBLS experts bring industry and field expertise tempered by real world experience to their clients.
TBLS Sediment and NRD Environmental Advisory Services
Sediment Risk Control Services
TBLS assists owners in developing the most important aspects of sediment remediation – the risk metrics and cost control measures to manage sediment investigations and remediation. This includes preparing/reviewing bid specifications to manage costs for dredge quantities, trans-load and sediment stabilization facilities, dredge spoil transport and disposal, decant wastewater treatment and discharge, debris clearing, marine pier demolition, hazardous waste storage and disposal, sediment capping, in situ remediation as well as closure and post-closure care. TBLS staff have done the financial engineering and due diligence on over 30 guaranteed fixed-fee sediment Superfund remediations, up to 1.7 MM cubic yards, most in the $25 MM to $250 MM range. These include such technologies as insitu remediation, capping, dredging, monitored natural attenuation and combinations.
TBLS uses sophisticated in-house developed Resource Equivalency Analyses (HEA/REA) from an expert viewpoint. TBLS’s lead, Jeff Andrilenas, founded the first NRD credit banking company which used state of the art GIS and financial risk modeling to value and iteratively value the design of restoration projects in NJ, WA, CA, LA, MS, OH, FL, TX, MT, and OR for over 50 freshwater, saltwater, and groundwater NRD liabilities and associated sediment Superfund sites.
Environmental Risk Profiling
Support includes audits and analytical help when needed to place CGL, Pollution Legal Liability (PLL), Stop Loss/Cost Cap and other products.
TBLS provides technical claims management for preparing submissions to carriers and owners, reviewing reasonable expenses and documenting changed condition extras as well as analytics for cost-effective evaluation and management of claims. This helps speed payment to prime and subs making everyone happy. TBLS can also assist in emergency response actions, large sediment and Natural Resource Damage actions and remediation.
Underwriting & Renewal Support
TBLS provides objective, third-party evaluation of financial costs associated with sediments and NRD including in-house cost databases for habitat restoration and all phases of sediment remediation. Evaluations can cover current and future potential liability as well as the risk of future financial losses. Risk analysis and reporting includes regulatory, political, allocation, remediation cost and ongoing success profiling, as well as NRD damage assessments. We can also provide the metrics for long-term closure & post closure O&M in the most cost-effective way.
Litigation, Legal Support; Court-Recognized Experts
TBLS professionals have worked on the substance, technical merits, consistency and methodologies of claims for cases involving issues under ISSRA, CERCLA, Clean Water Act, RCRA, Natural Resource Damage and numerous state programs.
